This large facility developed a 40 acre site for a riverboat landing facility to serve two gaming boats, with restaurants overlooking the Missouri River, a bar with the largest multi-screen television in the state, children's arcade, 2400-car parking garage, administrative facilities. Major utility and road improvements open the Missouri River for public access at the former site of a chemical plant.

Taking a cue from the 19th century industrial buildings characteristic of Kansas City's West Bottoms, the Sam's Town is conceived as a grouping of masonry buildings and corrugated iron sheds, gathered around a 150 foot brick "smoke stack" which serves as a highly visible symbol of rebirth at the Missouri River in Kansas City.

A pedestrian bridge brings patrons from parking garage to entertainment complex, where two tiers of escalators drop into the "Town Square" where access is given to all on-shore activities and to the riverboat casinos. This three-story circular space has charming faux brick facades adapted from pictorial histories of old Kansas City, including an old-fashioned ice cream parlor.
